Mine was the cheapest in the free market too. On top of that, they've been going down in price a LOT because of the fact that they are coming out of the cans which Gaga gives you a free opener for every day per character. Before this event, they were 350m ~ 400m each.

How are Chaos Scrolls still that expensive in JMS? Even in GMS, they were going for like 60-80 mil apiece around this time last year. Did JMS not increase the scroll drop rate with the potential system? Or does JMS completely lack botters? (I'm willing to bet that it's the latter.)

Neither. The only normal mob that drops Chaos Scrolls are those weird Zombie Mushrooms, which have a STUPIDLY rare spawn after Big Bang and those maps are always full of Chinese hackers. Even still, the Chinese hackers don't seem to find any.

Anniversary isn't helping it either. I know of quite a few people that are trading their coins in for Chaos Scrolls and selling them off cheap for some quick cash.

Well they originally used to be 80-100 before chaos dupe, then the dupe bombed them. Then the botters drop them some more, and now the Mapleversary event is dropping them even more. They're down to what? 7-10mil now?
