Server quotas aren't necessarily the same, either - afaik, Scania's undisputed #1 and Bera's #2 in population, then Broa/Windia balance, Khaini/Bello's a little behind, and the rest trail off with very small populations.

Broa is way behind Windia in terms of population. I thought Windia was more populated than Bera, but apparently not.

Looking at the channel selection screen, it looks like

1. Scania
2. Windia ~ Bera
4. Broa
5. Khaini
