Post BB, INT and M.ATT for a magician are like STR and W.ATT for a warrior (respectively).
What does that mean?
The damage formula basically multiplies your primary-stat by your attack. (There are various constants involved, and a bit of secondary stat, but those don't matter for this discussion).
That means that, for example, you can double your overall damage by doubling your primary stat or your attack.
Let's assume you have a total of 800 int (including stats on gear) and 200 m.att. This means that adding 2 more M.Att will increase your overall damage by 1%, since 2 is 1% of 200. If you wanted to get the same increase to your damage by adding INT, you'd have to add 8 INT (1% of 800). If you had 1000 INT, you'd need to add 10 INT to get the same kind of damage boost.
Do this math for your own stats. You'll need to add up M.Att by yourself, it's not shown in the stats window. Weapon, shield, gloves, cape, belt, medal, pendant, ring(s), shoes, Blessing of the Fairy, and any buffs or m.att potions you normally use. But, generally speaking, the ratio of INT to M.Att is in the general vicinity of 4-5. So, chaosing your item and getting 3 more M.Att is as useful as scrolling it for 12-15 extra INT.
Of course, chaos can also ruin your item entirely, but that's a whole 'nother discussion.

Should I really use a purple cape or get a lvl 75+cape 3lined scroll for int/luk(since Im wearing ele staff with a 20base) and get 15+%int?
If I remember correctly, clean purple capes normally have 6-8 M.Att, but they are level 50.
The potential difference between level 75+ and 50 is up to 9% INT. 9% of your overall M.Att is likely to be 20 or higher, so it would appear that getting a high level cape and cubing it to death is the way to go.
However, do keep in mind that those 9% can be misleading. The more total % INT potential bonuses you have on all your gear, the less actual damage each additional % adds (because it is additive, not multiplicative). So, perversely, the more %INT potential gear you have, the better that PuAC looks.
Gotta do the math with your own stats, though. Every case is different.
