at what level can you buy gach coupons?

say im lvl 10, can i gift my brother on the same server, lvl 50, for him to use, even though hes offline?

Zip is still the best $ in gach correct?

You can buy Gacha at level 16, but you can gift it (even to offline people, I believe) at any level. And yes, Zip is still the best by far.

Yes its back to normal now. You can gach at zipangu without fear, though there might be slight deflation due to the number of tickets being used this week during the sale.
