They are the same thing under a different name. Seppuku was very famous with Samurai and IS honorable suicide.

Wikipedia said harakiri is the term used when talking in person where seppuku is what is written on the Internet or on paper.

What I've read is that harakiri has evolved to be a way of saying suicide in general, while seppuku hasn't.

As the wiki article reads, the fact that "harakiri" has become the oral form of speech leads me to the conclusion that it's probable that now it's used to generalize different forms of suicide. Makes sense.
