My one stupid question for today

Does both Attack % and Total Damg % work or does the higher line take over the lower line? Like if attack % was above total damg % the total damg % wouldnt do anything to my damg.

They both take effect, %attack takes the attack you get from your equips and adds some to that, where %damage just adds to the numbers you see when you hit the monster without effecting the range you see in your stats.
