It's possible - someone I know lost an item in a glitch, and the item Nexon gave them in return wasn't upgraded (the original had been) - Nexon claimed they could not restore upgrades. Dunno why. Depending on how they restore your character it's a possibility.

Nexon just gained 1000 points in my book. Fast response and completely perfect restore. Legendary.
