It seems like Divine Shield only blocks attacks that deal physical damage, both touch and skills. Dark Link tested those mobs previously and they would be blocked every few attacks. It's odd really. It could just be a lack of syncronization like damage has been for a while (most noticeable with low level characters).
As for the skill itself, it's suppose to trigger at a 24% chance upon getting hit. The skill then lasts for 60 seconds buffing the player with 34 weapon attack or until the player receives 6 hits. The attack cannot be triggered within 30 seconds of activation. If stuff like Spirit Vikings deal magic damage but would occassionally block and occassionally not, I'm assuming either it's not sync or it's really a bug. Could it be Guardian messing with it? I mean, can Guardian block magic attacks? Maybe its "block" removes a count if that's the case. The numbers you posted that guarded was about 40% of the total time hit. Just a theory.
