It did, didn't it? It gives the same boost for Matt as Watt now. It used to be Level 1 Blessing of the Fairy gives 1 watt, and 2 matt, now it'd be 1 for both.

Correct. The BoF level on a certain character is the level of the highest other characters on the same account, divided by 10 and rounded down/floored.

IE: A 120 Cygnus, an 182 Aran, and a 55 Wild Hunter on the same account. The Cygnus and Wild Hunter receive a level 18 BoF from the Bishop, the Bishop receives a level 12 BoF from the Cygnus.
