scroll for armor/accessory for XXX%?

where do you get these new scrolls?
i've seen them in the fm time to time but no one mentions where to get them.
included are scroll for armor for str/dex/luk/int or accessory for str/dex/luk/int all 60%

I believe it comes from those love letter from hot time event i got a str for armor scroll and dex one.

that's the only way to get them?

I got a dark scroll for accessory for INT 70% from CDs (Latest Hits/Greatest Oldies). I'm sure all others 70%s drop too. Not sure about the 60%s, probably event only.

Accessory STR/DEX/INT/LUK scrolls drop from all Kerning Square mobs. You may also get them as a super rare drop in Dual Raid PQ.

i'm not really looking for info on the dark accessory scrolls cause i know where those drop. i'm looking for solid info on the 60s armor for xxx.
i'm seeing a lot of armor for dex/luk/int/str 60s in the fm.
