Flo won't give me Ludibrium Medal

I dunno why, but Flo won't give me a Ludi medal. How am I supposed to fight Pap? It's been a week since I've fought him, Flor and Buffon don't want to give me the quest. I tossed the medal. I was told to look at gatekeepers, but I wasted 40 minutes there and they never dropped anything. Well, they did drop a few equips, but no medal.

Anyone have any ideas as to why the quest seems glitched for me, and how to solve it?

Are you in the last part of the quest that says ludi medal 0/1 and papulatus 0/1? Otherwise you can't get it yet.
Gatekeepers drop it rarely as pineapple sometimes, so you may have to persist.

What quest? They won't tell me anything. There are no quests from Ludi in my In Progress list.

The bolded part. You did the absolute worst thing you can do. In pre bang, if you threw away your medal you couldn't go into pap ever again. I don't know if its changed post big bang though.

But if it didn't change, then your pretty much screwed yourself out of pap for life on that character.

Hmm.. That's interesting. Long before Big Bang, when Dennis was working on the quest medal count thingy, he would drop his medal, then wait 72 hours, then he could do the quest again and it even counted as +1 to his count every single time he recompleted it. This was in JMS, though, so I don't know if the same thing applies in GMS.

You have no choice but to hunt Gatekeepers (and it'll take some time too). I dropped my medal once, but got it back through hunting GKs

People always told me that if you drop your medal you could never get into pap ever again from day 1

all around

I've dropped and reobtained the medal after 72 hours from obtaining the medal both pre-BB and post-BB.
Only thing I could think of is a related quest is started, blocking it. Or try the old relogging.
