But, is the level really the problem?
If Nexon were to say, "OK, we fixed the accuracy formula, it now starts penalizing only at 10 levels above your own.
BTW, we also increased all mob levels by 10."
Would that make you happier?
You'll be able to train on monsters 10 levels above your own, or even 15 levels if you are willing to tolerate a 25% miss rate.
But you'll still be frustrated, and you know why? Because the monsters are wimps!
Most players are able to 1-2 hit anything the accuracy formula allows them to train on. It feels like you're forever training on snails. And that won't change with the above scenario.
I think that if Nexon were to leave the accuracy formula and mob levels alone, but increase all mob HP and EXP five-fold, player satisfaction would be much higher, with no real change to the game.
Leveling speed might increase somewhat, because you'll be spending less time chasing after enemies and more time killing, and also because the really well-equipped could kill in 2-3 hits as opposed to the average player's 5-10, but I think it won't be that significant.
What will be significant is the feeling that you are getting a challenge worthy of your pro-ness, something that actually takes all your power, applied several times, to take down. And gives a worthy reward. (Something like the idea behind LHC, if I understand it correctly). You won't feel the need to train on mobs 5 levels higher, when mobs your own level are tough enough and give good exp.
Of course if they do both, increase HP and EXP *and* increase levels while raising the accuracy penalty threshold, that would make people even happier.

Isn't this almost exactly with LHC is doing? Monster HP is through the roof, yet their EXP output is alongside it as well? O_o

Yes, and I even noted it in my post.
But LHC is here to solve a different problem, that of high level people having no place to train at anywhere close to the speeds they could pre-BB.
The "let me train on mobs higher than me" complaint is heard from far lower-level players: level 40, and 70, and 100. They don't lack for places to train, but they feel they could train faster if the formula would only let them challenge higher-level mobs. And the reason they feel that way is because mobs their own level are no challenge whatsoever.

The fastest training is always on high spawn maps with mobs you can one to two hit, up until 4th job when LHC comes in.

Actual leveling speed is not a problem.
The problem is that people are feeling artificially held back by the accuracy formula.
I am trying to offer a solution which would improve player satisfaction without really increasing leveling speed (which people always want more of, anyway).

Nothing is stopping you from training on higher level mobs (xept maybe at higher level the Time Temple quests >_<). The misses make up for more hits/kill, making them more challenging.
The REAL problem here is that people freak out every time a "miss" pops up on their screen. Or people that only care about having the highest possible exp/hour at all costs, like everyone who spend all their time at gallos a week ago.
I've been training my BaM on mobs level +5 than mine. At least they make me use my finisher. I'm not sure if my exp/hour is as good as training on my level mobs, but at least this is abit more challenging and so more fun.
What if they instead of 5% missrate /level they would implement a -5% damage and +5% stun/pull/freeze/whatever resistance. The effect is exactly the same, but there would probably be less peaching. "fixing" this to make acc count for reducing this effect would greatly imbalance thieves/bowman, unless they remove acc bonus from dex and luk.
Accuracy has been completely replaced by damage. Say a person training on level x mobs tries out level x+10 mobs, so there is a missrate of 50%. If he doubles his damage, doesn't he get to train at x+10 level mobs now with the same ease as level x mobs? (Not counting stunning/freezing etc. difficulty).

CHANGING IT
We know what it is now. This helps us plan for builds since, well, if you can't hit anything you can't train. If you can't train, you can't level up. If you can't level up, you can't play maplestory. By changing the formula, now it leaves in question how much ACC we need to hit mobs and what Accuracy actually means. Constantly changing the formula and then not stating what it was changed to does not help anyone. It just makes me scared that I won't be able to hit anything in a few weeks.

I completely sympathize, Fiel, but face it: Nexon want to keep us guessing. Revamps, Rebalancings, formula changes... if not this patch, then the next. You can't count on anything, can't make any long-term plans in this game anymore.
That's one reason I've decided to keep my Hero's 80 base DEX. It may never be needed again, but damned if I pay $$$ to reset it now and then have to pay a lot again to reset it back or to replace all my gear with DEX/ACC stuff. I'd rather hit low than not hit at all.

They need to develop a set standard formula for accuracy that works really...
What they could do is this which would be HIGHLY successful in implementation:
For monsters +1 or higher than your level, the accuracy of the player is calculated against the avoidance of the monster plus the level differential in which 5% avoidance is then added to the monster's base Avoidance.
If accuracy is then greater than the avoidance, the attack is successful, however, for each level over the level of the player damage is reduced by 5%.
If accuracy is less than the avoidance of the monster, the attack is registered as a MISS and no damage is calculated.
However, if accuracy is still greater than the avoidance after 20+ levels over that of the player in which damage deduction has been increased to 100% and the Avoidance is raised 100%, then attack is allowed to be successful but damage is limited to 1 HP.
However, if player level is greater than the level of the monster, no calculation against accuracy is made and full damage is taken.

There's really no need to invent a new accuracy formula. I don't see what was wrong with the old (pre-bb) one.
The only thing that could possibly be considered problematic with it was that it let relatively low-level bowmen (and thieves?) hit high level monsters (i.e., bigfoot) and so leech without a pg mule.
Formula could be tweaked to prevent that, I suppose, but it really shouldn't have been replaced with the absurdity we have now. IMHO.

Of course, you lose KB and other mob control (no more combos generated on an Aran, so you build finishers slower)
And the acc stat becomes completely silly, because by spending points in a primary stat other than STR, you guarantee you'll always have 2-3 times as much accuracy as you need before accuracy even affects the formula.
And there's a hard cap of +20 levels - it's impossible to train on anything more than 20 levels above you. I have several times in the past done that, because as you said, it's a challenge. Even Warriors could do it - my Aran trained on mobs up to 23 levels higher than itself and it was completely dexless.
