Isn't it obvious? The first set of digits go one way while the other go another way.

If you get double digits, the first digit of the number gets added to the second digit of the previous number.

This is the exact same as regular, digit-by-digit multiplication, except drawn with lines instead of numbers in a way that makes it look unique.

Notice the video only uses 1s, 2s, and 3s. Attempting this method with higher numbers would illustrate why we memorize multiplication tables so that we don't have to use this method. This is a primitive form of the same thing you do on a daily basis.

It's the distributive property:

123 * 321

= (100 + 20 + 3) * (300 + 20 + 1)

= 100 * 300 + 100 * 20 + 100 * 1 + 20 * 300 + 20 * 20 + 20 * 1 + 3 * 300 + 3 * 20 + 3 * 1

The lines just help you do the FOIL (rather slowly). And he only did simple examples where he didn't have to carry much.
