Unsure of whether or not this has been posted already, but in the quest you get at level 20 from Cassandra, she says the Energy Capsule can be used by any Resistance member of level 30 of above, after they are revealed on December 20.

I've already got 4 Capsules whether I play Resistance or not is completely dependent on their decision regarding the current SP situation.
