Just make it, one way or another, so that Talia is restrained from passing out moderation punishment. Whatever the excuse, if Eos and/or Talia herself thinks otherwise, it's clear that they have the wish to carry more than just event coordinating burdens.

Plum is my favorite fruit so was the first thing to come to mind.

Don't think I've worked with vBulletin before (I think I've have modded for one before, but that was years ago).

I'm fairly sure this could be done rather easily with user permission adjustment. Create a new usergroup and grant it permission to post threads in site announcements. But why would Eos go through that trouble? Even if her primary purpose on the team isn't to dish out infractions, Eos doesn't mind if there's a time where nobody else is on to handle it and she steps in.
