I worked up a fairly complicated Excel spreadsheet to figure out which of these is better. Still not 100% sure I've done it right.
Initial results look something like
Intrepid Slash, alone: 1380%/attack
Intrepid Slash + Panic @ 10 orbs: 1195.3%/attack (average), 4.044 Intrepid Slashes per Panic. (average 1001.34% per IS+FA, 1980% per Panic+FA)
The table itself is not easy to read, but here are some summative results:
The only time you hit 10 orbs in 2 attacks is when
- 40%^3: Previous Panic did FA, so do both Intrepid Slashes
- 80%^5: 3 FAs and 2 Intrepid Slashes all charge 2 orbs
= 2.097152% as expected.
Note that this takes into account Intrepid Slash's chance of charging orbs, and thus increasing the number of orbs present when FA is cast. Haven't verified whether FA actually does this - if not, then IS+FA+Panic is even weaker.
