I think with all the changes he's more mischevious than evil; making the game more fun amidst the chaos... Seems more like he wants a challenge.

I mean, if he was REALLY evil he would have just spawned Chaos HT RIGHT where new characters spawn in the beginner's area and spawned pink bean in every FM and town. instant domination.
