dual blade dmg formula

why dual blade 1st hit dmg is high, 2nd hit is low? by using slash storm lv 20, my based dmg 813-1376, the slash storm 1st hit dmg nvr reach 1376*1.6= 2201. any clues?

Half the hits are calculated using the attack from the blade, the other half using the attack from the dagger.
