Afaik, it works on all pre-4thjob skills (with at least 1 point in) without breaking the level caps, and on selected 4thjob skills, breaking the caps, of course.

I believe Blaze was reduced to 3 targets along with Chain Lightning.

Nope, I checked and the numbers are correct.

Yeah, it's a regular self-buff with no cooldown now.

Just so there's no confusion (i'm sure you already knew this), it doesn't kill anything. It'll freeze the monsters so that, for the next X seconds, any further hits will deal damage = monster's HP (bypassing the damage limit).
^ Clarification is for anyone who isn't already familiar with tempest. Not specifically for the posters here.

hm. then this means that a WK can max all 3rd job skills if he leaves everything short of Charge blow (max required for ACB later) and CO (since it wont work on itself) at -2 from max skill level, with 3 points left over (which may as well go into your starting charge to make the leveling easier). sexy
Probably shouldn't have edited my post so fast. I was wondering why only 4th job skills got boosted beyond their max level, and forgot CO only does that for those skills.
