And I'm not surprised in the least bit. Lots of "anime" Otakus would be willing to take a look at stuff like that, and maybe willing to dish out money. figure.fm has a lot of sh`it, and so many people use that to display images of their collections, etc. I don't want to use the word "massive", but they'd gain quite a large fanbase just for doing so.

A better example would probably be Vocaloids. In America, they were pretty much a voice with a name stuck on it, and weren't very popular. In Japan, they gave them character designs, and look how much that helped.

One major exception to this is the federal government. So, unless your debt is with the government, and you do not have a judgement against you, then they can not touch it.
