Future Dr. Bing says "You don't need that"

My buddy can't seem to get the stage 4 quests.
In fact, he has some difficulty with stage 3 ones, namely OSSS Mission 5 (the one where Wynn at the Scene wants you to kill the Ultimate Visitor) - she doesn't offer it to him.
He's done stage 1 and 2, he has a Bing-Alpha suit, he hasn't thrown away his ID card or Bing Receiver (would have gotten a "use inventory is full" error if he had, wouldn't he?), he can do the level 30 PQ and get into Bing's Cube - but Future Bing has no quests for him. When he clicks on the NPC, all he gets is "You don't need that."

Anybody got any idea why that may be and how to fix it?

Did he do the "complete a pq" one? Or the "fame that guy" quest? make sure he has those. Oh, and if that fails, visitor suit.

Nope. My Cleric had the Bing Suit completely clean and could continue the quests (although I did all the other quests before that).

I don't know whether he did, but I was able to duplicate the problem on a mule, when the mule had done Wynn's quests but not Bass's.
After I did the "fame that guy", Bing's quest "Chance for a Counter Attack" became available (and he sent me a message to come see him). Accepted that, it made Wynn on the Scene talk and give her OSSS 5 quest, and, after clearing the level 30 visitor pq, Future Bing is now willing to talk.

I've never bothered doing the fame-someone or complete-a-pq quests, and I'm right up to the part where you get a command center warp module to go look for Bing in Omega sector.

Yea, you only need to do the initial quest from Bass, and that only involves talking to him.

Interesting. Didn't notice the "Chance for a Counter Attack" became available before the fame quest was complete, but I might not have been paying attention.
Might try again with another mule...

Now to wait for my buddy to log in and see if his problem can be cured by talking to Bass.
