Any idea how to fix it? Viewing it in Internet Explorer and in Quicktime works fine, but not under Windows Photo Gallery nor Microsoft Picture Manager.

I don't see the problem here, opening animated GIFs in Windows Photo Gallery has always displayed only the first frame. Even Photoshop will only show you the first frame.

Is there some way to enable? I find it a little annoying I must UPLOAD ON THE INTERNET to view it animated. If not, is there a program I can download that can view .gifs as animated on my desktop?

When you are opening the file with Internet Explorer, Firefox, Chrome, Safari, or even Netscape, you are NOT uploading it, it is simply opening it from where it is stored.
When you are viewing pages on the internet, you are viewing content that is stored on another computer somewhere else in the world. You can even make your own website and host it on your own computer if you so wished, or just design web pages for fun. There is no real way to enable it, if you don't like using internet browsers, then download a program that is capable of viewing animated GIFs, or make a program that can do so (just extract all the frames and play them back at x FPS).
