With gear it doesn't matter much. My friend is at 23 luk [999 int at 200] and she can wear a marine staff [requires 110 luk]. All she has to do is switch to a luk overall and she can go reverse.

It would still be better to go either low or regular luk, especially if they ever release lvl 121+ equips. Sure, your friend could equip a lvl 121+ weapon, but a unique level 130 overall could give 12% int with just one bonus. If the unique primary bonus of a level 130 hat, shoes, shield, overall, and gloves are all int then one could get 60% extra int, compared to 45% extra from 3rd job equips, and 30% extra from 2nd job equips. In fact, if 130 equips are ever released, I would probably bring my base luk up high enough so it would only take medal, belt, pendant, and earring bonuses to equip the 130 set.

Low LUK is always better than normal LUK in my opinion, because low LUK mages have higher base INT, and they can still wear higher mage equipments.
Also, it's best to use at least level 71 (not level 70) overalls, such as Dark Enigma, and gloves, such as Dark Clarity, because they give better potential stats than LUKless armors.
On-Topic: Being a low-DEX Dual Blader is still the way to go, because the level 80 top and bottom combo deals much better potential stats than a level 30 Sauna robe. Not to mention that it's better to use a Larceny (Level 80 Thief glove) or any other higher thief glove than Brown Work Gloves for higher potential LUK stats.

If you're talking about high end potential equips, regular would probably win.
lukless - 999 int, 23 base luk, 30 int zhelm, 22 int htp, using lvl 50 equips, 30% int bonus, 22 = 1366 int
low luk -972 int, 50 base luk, 30 int zhelm, 22 int htp, lvl 80 equips, 2nd job shield, 39% bonus = 1423 int
regular luk -922 int, 100 base luk, no zhelm, 22 int htp, lvl 130 equips, 60% bonus- 1510 int
This is assuming we will get 130 equips, and using a HTP over a MoN post-BB.

Maybe I'm just funded, so I see things differently. My DB is 25 base, but it won't lose out on any gear from potentials. Every single equip it will wear will be 71+ if possible

Goggles/glasses
DB mask
71+ earrings/cape
80 bottom
80/90 top
80/90/100 shoe
80/90/100 glove
htp
100/110/127 katara
120/127 dagger
witch/pharoah belt
Really all classes should just go as low as possible on their secondary stat while still being able to wear 71+ equips. How low they can go depends on funding, and in some cases that will land in regular/low/statless category.

However if they ever make armor over level 121 (More possible now than it was thanks to GMS/TMS) all of that gets thrown out a window. Of course for now it might be better, but as proven with these 127 equips things can change, and fast.

The problem is that there are no level 130 armors that are out in GMS, and regular-LUK mages lose more INT than low-LUK. In my opinion, the only good thing about regular-LUK mages is that they don't have to use stat equipments like Targa Hat, Master Adventurer Medal, etc. Any armor that is at least level 71+ can have good potential stats, so low-LUK is the best way for me.
I am going to convert my bishop from LUKless to low-LUK.

On-Topic: Ahh, okay. Well, if your DB is 25 base DEX, but you use DEX capes or earrings (not the potential +% DEX), you can still be considered low-DEX. DEXless Dual Bladers mostly use LUK equips, including potential stats, but except the equipments that can't be scrolled for LUK, like Scarlion/Targa Hat or any Face Accesories.
