Couple of theoretical questions.

Let's say i was scammed by someone and wanted to get even. This person is a legit player so i know he/she has no access to 3rd party programs, so let's say i go to some "site" that may immerse themselves in that sort of thing and ask them to "harass" him/her. Like putting a bounty on his/her head to be "messed" with.

What amount would you say would be sufficient in this theoretical situation.
Ya know something not to low so that they shun it but not to high to bring attention to myself.

This all being 100% theoretical of course.

"Hmm, I want to hire someone to harass someone else. Who should I ask for a quote? Southperry.net! Sounds perfect."

You'd probably get a "We are not your personal army" answer. You'd also get scammed.
