How do these skills work?

Is it automatically activated 24/7 is the item is equipped?

Do you cast it?

If you cast it, does it work for party members too or only yourself?

What level is the skill? 10? 15? Max?

Lastly, there's a boss in Neo Tokyo that GMS users fight, I believe it's called RGA. I only want to know three things about this guy:
1. What's his HP?
2. How much EXP does he give?
3. How much accuracy does one need to hit him 100%? This question in particular usually gives me multiple different answers.

The Decent xxx skills require you to cast them. They are added into your skill list when you have the equipment (that gives the skill) equipped. They are listed as Lv1, but they are as good as a Lv20 xxx skill. It currently only works for yourself, but there have been reports of them working on parties in KMS after Big Bang.

RGA? Do you mean RGTS?

Accuracy needed to hit something 100% is not only dependent on the target's avoid, but also on the difference between your level and the target's level.

1. Compared to the originals i think it's level 20 for SE, 10 for HB/haste.

His HP is 200m. His exp is 15.5ish million. Acc needed for 100% at level 160+ is 330ish.

It's in the Neo City expansion, the info she gave you is right, to add to that you need 367 accuracy to hit it 100% at lvl 160+, also this boss hits 19k, and that's why only bowmen (and now DBs) kill it, you need puppet or high hp.
For the <decent> skills, they are all level one, but it's a whole new skill with same properties as the originals, for now I believe they're only personal, but I think I read they're party skills after big bang, I don't know the stats on the skills, the only one I remember is HB being 40% instead of 60%

Huh? Isn't normal Lv30 HB +50% HP?

Decent HB = 20 HB (max is 30)
Decent SE = 20 SE (max is 30)
Decent Haste = 10 Haste (max is 20)
Decent Door = 20 Door with 2 rocks (max is 30)

Normal Door needs 1 Magic Rock, decent Door uses 2 rocks or else it can't be made weaker than its original counterpart.

Thanks everyone for the replies! All of the questions I was looking for were answered.

I've become such a noob as I haven't touched MS in about a year, I was just making sure these skills didn't completely rule out the usefulness of some party skills, which I'm glad they didn't. I my Bucc also has quite a bit of HP (about 12kish at the moment), so I was making sure I might be able to take on that robot with HB + acc equips... even though I haven't played in a year.
