3% epic item?

So after thinking that I had a beastly cape, I realized that something was wrong. My cape has an epic status, yet it still kept the 3% all stat boost instead of getting a 6% stat. Am I missing something here?

The reason I'm asking is because a 6% dex cape would be better than this current one. ;_;

I don't think it has to be 6% if it's "Epic." It's up to 6% for a property.

Perhaps +3% All Stats is valued at the same rate as +6% Stat. I'd think so, since +All Stats is pretty fucking good.

Though I haven't seen a +9% all stats, so I can't confirm/deny what JoeTang said, I know it's possible to have bonuses of the rank you're at AND the rank right below.
Namely speaking: 9%str + 6%str is possible on a Unique HT pendant (lvl71+ Unique item does not give 6% bonus).
