Where do you get "those hats?" The ones with the different monster heads on them. I tried looking up the different patch notes but couldn't find it.
I asked some chick in the kerning PQ but she just said "quests" and wouldn't tell me where. Stupid assassin

If you are an explorer, do your "beginner <job> <nth> training" quests, and go on from there.
If you aren't, talk to the appropriate explorer first-job instructor (e.g., Aran talk to Dances w/Balrogs), and s/he should have a way for you to enter that questline.

And you can only get them when you're level 40 and under. Unless you buy one. (They're untradable unless you use SoK)

I did the thief job quests other than teaching me to use lucky 7 (i'm a friggin bandit Nexon....)
Do I have to do that one too?
Also, I heard about a ring that gives you 80% exp or something? My friend told me I should get one in the cash shop but I don't see it

No, those are different quests. That was for an event that is over now.
