Slots don't matter in the potential system. You are thinking the enhancement system. (Or so I understand it).

A couple of questions:
1. Do magnify glasses also determine whether you get + luk,str,dex, etc?
If so would that mean you would have to spend a ton of nx on miracle cubes to get 3 bonuses of +9%att?
2. Would it be wise to sell my bwg.pac.fs,earring now because they are all below level 71?
3. How does the bonuses apply? Say I have 4 base dex and my equips add 66 dex with a total 3 bonuses of +9%dex. What would my total Dex end up being?
Is the process of scrolling a godly item like this?
1. Get 71+ equip
2. Scroll with regular scrolls till desired result
3. Use 90% potential scroll on equip
4. Magnify glass the equip for bonuses
5. Spend NX on Miracle Cube till desired bonuses
6. Use enhancement scrolls

1. They don't affect any of the normal stats on the item. Just the 3 bonus ones. And yeah you'd have to spend a ton on cubes to get 3 +9% att on an item you already own.
2. If you're not gonna train until this patch comes out, yes.
3. They're applied after MW & equip + stats. So in that example you would end up with 88 dex.
You'd use the 90% potential scroll before regular scrolls. Other than that yeah.

I see your understanding of the system is wrong.
It works like this:
Using a Potential Scroll on an item that is not already "Unindentified" will MAKE it "Unidentified". There's no need to use the scroll on an "Unidentified" item. A magnifying glass is used to "identify" the item, which will cause it to gain bonuses. Note that using the Potential Scroll just ALLOWS you to use a magnifying glass on the item, nothing more.

Let's say the Potential scroll adds the potential to the item, but that potential is hidden (both the number of bonuses, the quality AND the state of the item: rare/epic/unique) a.k.a "Unidentified". Using magnifying glasses on the Unidentified will, well duh, identify that item's bonuses.
The CashShop redo things are just a scam which makes no sense at all except for how it works: allows you a chance to re-acquire new bonuse/qualities but NOT numbers.

Which is cheaper? 1.5k nx or buying a new equip + potential scroll. If it's a scrolled item, I'm guessing it's the 1.5k. It's not really a good idea to use it on clean items unless they're hard to get (like for example a HT pendant)

I wouldn't be able to compare the prices, knowing that NX will skyrocket, most likely indefinitely.

Unless i'm mistaken, if an identified item is say
+9% str
+6% dex
+9% dex
If you use a cube, it will be completely random, not having a 9/6/9 template anymore for that particular item. The only thing that seems to stick is 2 slots --> 2 slots, likewise for 3 (Except that one report that an MC can bump the rate from 2-->3)

So let me see if I understand this. Please, bear with me. xD
1) You scroll a clean equip with a 70/90% potential scroll to make it unidentified. Does it have to be clean? Does it take a slot away from the item?
2) You use the magnifying glass on an item that is unidentified. It gives stats randomly.
2a) You can reset it using a CS item until you get what you want.
3) You scroll the equip normally how you would after you get the desired stats. So you scroll after you identify it?
4) You use the star system (forget the name) to make it better after you get to 0 slots left. How exactly does this make it better, what can it do to it?
Sorry if these were answered already but I didn't see them before so I figured I'd ask.
Edit: Also, I'm guessing items that are already scrolled can't be scrolled with a potential scroll which would make pretty much any gear we have at the moment inferior once this comes out?

Does not have to be clean, it will not take a slot.

You can scroll pre-scrolled items.

The Potential scroll can be used regardless of whether the item is scrolled or not.
Miracle Cubes make the equipment Unidentified again. You still have to fork out mesos for another magnifying glass to identify it again.
The Enhancement Scrolls work similarly to Chaos Scrolls; they randomly modify stats on equipment. Unlike Chaos Scrolls, they will never decrease stats. They may also add additional stats that did not originally exist on the equipment (as if you added jewels when making equipment). Enhancement Scrolls, however, do require all upgrade slots to be used up before they can used on equipment.

after taking a look at some of the data... there are 20 different level ranks, starting with 1, not 0. i would guess each rank covers a 10 level section, which implies starting with lvl 0-9 items for rank 1.
-> 0-29 give 1/2/3%
-> 30-69 give 2/4/6%
-> 70-119 give 3/6/9%
-> 120-199 give 4/8/12%
rank 20 may include lvl200 items for the seemingly innocuous reason that 10 is not an integer power of 2...

Why not assume the levels are 1-10, 11-20, etc? I've never seen a level 30 equip with 6%, or a level 70 with 9% yet.

That was from the time it was being tested and before the finalized version of potential gear.
Once the potential system came out, no lvl 30 gear got higher than +3%. Likewise, no lvl 70 gear ever achieved +9.
That picture needs to stop being used as evidence since it while changes were being made to the potential system.
