It should be much higher than that. Chaos hats are the only valuable thing that chaos zakum drops, and it has almost twice the hp of horntail. People would just horntail instead of chaos zakum if horntail made more profit (assuming in a server with a cave not held by hackers and that chaos zakum won't suddenly turn out to be much more terribly exciting than horntail).
