Why would they "release" something like that rather than build it into their client, or just fix it in the first place so that the server prevents these attacks?

They should just have the turn off guild/alliance/whisper/spouse/expedition actually turn them packets off. There Problem mainly solved...
Though it means being severely socially impaired =/

If the server were actually throttling the volume of info passing peer to peer it wouldn't have that issue.
The server is supposed to be the brains of the game world - It should be responsible for determining what does or doesn't go to whom not simply relay everything it's told to on the blind assumption that if it's been told it must be OK.

There's always been hope they'd fix it server side, it's one of the simplest things imaginable.
Everything you do in MS goes through the server, because when you type a command the server has to interpret it and decide what to do with it. For example when you /whisper Bob Hey Bob! The server has to determine if whisper is a valid command, pass to that handler, that handler has to determine if Bob is a valid target for it (including whether or not Bob is even around) then relay the message to Bob. Putting a throttle there, or even a simple check to see if Bob should actually be elligible for the relaying based on Bob's settings (which should be recorded on the server, not Bob's PC) would prevent the whole issue. Detecting a player as having sent an insanely large volume of data in too short of a period and kicking them and purging everything they sent rather than interpreting it should be drop dead simple. This game was programmed by tard-monkeys.

Packet BLOCKER? Don't you mean Packet throttling?
Just make whispers only server based, and only allow 1 whisper per 5 seconds to be sent to a receiver via the server... it's really easy to make it like that... even IRC has functions like that... :/

Even 1 whisper per half second is more than reasonable than what is in place now.

For that matter so is 10 whispers a second, because while spammy and annoying, still not enough to DC you.

For that matter, the client has a built in spam filter (5 lines in 2-3 seconds I think is the limit?)
If someone sends more than that, and I mean way more than that, don't platypus around, ban them. The only potential problem is if someone were to keep spamming lines when they lag for near the longer allowed times (about a minute?). And the fact that what they type into the chatbox is not being displayed should be a hint that it's time to stop saying things.

well nexon actually "kinda" fixed the whisper D/C, now everytime you whisper, it generate a random "time stamp", if you spam this packet with the same "time stamp" 3 times, the client will ignore the others packets and wont send it to the server. a PE with randomize still can bypass it, but it wont spam with a good delay to actually d/c a person with a good computer, to be effective, you have to use 2-5 chars to d/c now with whisper.

I feel like the hobo who wandered into town, but what's a packet blocker? I know what packets are, but I don't get how blocking them would help anything (or how it would be possible to play a game without sending packets...).

Like a few said above, you wouldnt block the packets just slow them down(throttle) to a point but after reading what feil and eos said i get the impression they already do this?.

There must be a better solution to D/C hackers than to slow the packets that deal with player communication. Since most of you seem to know more about this than I do, can a D/C hacker still disconnect you if you have all forms of chat turned off via game options?

Yes because the server isn't checking whether or not you should receive the messages, it's just mindlessly delivering them.
