i can't add points into HP, why?

I made a PG mule for BF, im trying to make it pure HP 25 base str 4 dex .. i maxed the improved max HP skill, im Lv 17 and i cant add any point into HP yet .. the last time i made a Pure HP mule i could add points into HP since Lv 10 .. so anyone knows at what lv can i add HP or what do i need? >_<

You should save SP til 20.

Adding to this question, was that limit at level 20 added at the same time the text "If you do this, you may have insufficient stats to become as strong as you could be"? I just noticed that text on a warrior of mine and found it kind of amusing.

I'd assume they were added together. It is an ironic message, since you can't boss as a ranged class ever without washing or going for a Blood Build.
