There was a glitch or something in RBY. The way the pokemon were saved in the game made Cubone evolve into Kanghaskhan or something.

Ironically, yes. Gardevoir has a feminine look, but it's unisex so male Kirlias aren't left out. But in 4th Generation, Gallade appeared as Kirlia's male only evolution, so that's why Kirlia needs a female only evolution to make it even.

I think it'd be neat to see a Wailmer offshoot that would smaller than Wailord and be a Whale Submarine. Water/Steel. We could call it Wailmarine or Subwail.

Kangaskhan is known to always mother her child, if she dies, the baby takes her skull out of love (the skull also kind of resembles a kangaskhan head) and bam, cubone.
It just wouldn't work in-game, unless they make some crazy sh'it happen.

It should be noted that the Glitch Pokémon 'M evolves into Kangaskhan. This is due to Kangaskhan's position in the game's internal programming, and is also why 'M (among other Glitch Pokémon) can also evolve into Rhydon.
