First, how is max Final Blow's damage against mobs? I'm already aware that it makes DPS weaker on 1v1, but I want to know when it's worth using for mob attacking. Do I need x number of monsters to make it beneficial?
Second, I'm confused as to which Adventurer ring is better for Arans. I was under the impression that the Cruel Ring was (5% chance 20% damage) because of the critical rate Arans already have, but does the extra 5% chance of hitting criticals with the Critical Ring (10% chance 10% damage?) worth the damage loss? Correct me if I'm wrong about the stats on the rings.
Thirdly, what's the best and most efficient way to cycle through Oblivion 4?

For the second question, a higher chance to critical is always better for classes with innate critical or anyone with SE.
Go for the Critical Ring.

For crits, you can just multiply to find out yourself.
0.7*2.0 is the base rate for Arans (at 100+ combos)
0.75*2.2 is the one ring
0.8*2.1 is the other.

1) I was under the impression that Final Blow, like Combo Smash and Combo Fenrir, does not get a damage reduction against mobs. Assuming that's true, without SE (or at a low combo count), Final Blow should be worth using if it can hit 2 or more monsters. At a high combo count and with SE, you'd probably want to hit 3.
2) As Orpheus said, the Crit Ring is better for any class that has any amount of crit, including being buffed with SE.

Except in case of crit weapon + SE, where the Aran already has 70+15+10% crit, so the 5%/20% ring is better.
Gotta say though, I've killed a fair number of Nibelungs now and haven't seen any Neo weapons yet :/

Final Blow is not a combo finisher, so like the other hits of the combo it DOES suffer from damage reduction. It still deals a ton of damage though, especially when it hits a ton of enemies due to the high critrate.
The bad part about final blow is that the animation is just barely too long that it allows monsters who were KB'd to get out of the KB. Most people won't use final blow on anything they want to keep constant KB on.

I think Final Blow gets a damage reduction. It seems to do less damage when I use it on mobs than 1v1. I wouldn't know that well since I don't use it often.

I'm gonna write a short program soon to test different variations, but what I'm finding is that without SE or Critical Rings, use of Final Blow proves to be better DPS, around the neighbourhood of 1.02x higher over a 100 second interval, seemingly more in favour of using Final Blow as the interval remains shorter.
With Critical Rings, the difference is negligible in favour of without Final Blow.
However, with SE, it's the reverse where any use of Final Blow will lower DPS.
I'll need some sort of standard for measuring these DPS differences.
Current options I use:
Combo -> 200
Combo -> 1000
Time -> 100s
Time -> 1000s
Combo Tempest
Time -> 200 Combo
I'll need to verify my scripts too to make sure they're using accurate values.
