This happened to me on Monday in Magatia. Ticked me off greatly, as I waited a little more than an hour and a half for that last 80% to be filled, and wasted 201 pie pieces in the process.
It appears that being counted as participating in the battle requires seeing that 'Pie/Cake team has taken over the town!' notice. The likelihood that Nexon will fix this by making the trigger to be counted as participating be something else is low, considering that triggering the glitch requires CCing during a very small timeframe.
The lesson that I learned from my experience? Don't CC when there are less than 5 seconds remaining, even if my party consists of the only Pies in town (of which we were all 2nd/3rd jobbers) desperately looking for a Cake Boss to kill in peace. Even with that 18x Night Lord on Cake along with the unholy mob stalking us all through every channel.
(Yes, the way the event was designed makes me more and more bitter with each passing day. But whatever.)

And then you catch my original post during a mass edit spree to cover my arse. >_>
I guess they could make an additional trigger that accounts for everyone that is present at the start of the battle too. I don't see how anyone can screw this up by CCing at the beginning and the end.

While we're at it, can I get a confirmation on whether or not the "participation" is counted when being in the battle town on a non-battle channel?

You have to be on one of the battle channels.

One of my friends have claimed that this has happened; although she changed channels as the battle ended, so that might have been it?
She too, says she did not see the notice saying the town was taken over.
