Evan Teleport SP question.

My Evan is at 30 and have been following the guides here to the letter, but my Teleport's only at 13.

Will it let me max it, or am I SOL?

You max all 10 masteries.

Erm, have you been doing all [Evan] quests? You get SP from quests, which allows you to max all ten masteries (like Locked said), so you're doing something wrong.
