Serebii says that each pokemon has a given chance to pop out. Period.

Bubla says that you can affect which tier pops out.

You have to realize that only 1 pokemon from each tier can be found. If you can affect which tier comes, then you are changing the odds.

I use the word Tier to mean a bush with "!", a bush with "!!", or a bush with "!!!". When you click on one of them, one of two things happens: It goes up one, or you find a Pokemon.
Not the group A, B, or C serebii uses.

Serebii - bushes are just a visual game, they will go by the odds. You cannot affect them

Its more based off percentage.
Timing doesn't it affect it much at all.

The percentage chance is the chance that you will either get a Pokemon, or move to the next tier in its subtier (5 -> 6). However, the timing may change the main tiers (2 -> 3).

We're not saying you'll necessarily get rarer Pokemon through timing.

Doubt it's about timing. I was playing around with my Pokewalker and got the !! and it was a Surfing pikachu. The sprite is still the same (bummer!) though.

My guess is that it's totally about luck.
