I finished all the quests but...

Well i finish all the quests of lita one time. now i have all this quest Available for me again. i need to do all the quests twice or what? (i finished all the 4 quests)

If you do them twice, they'll go to Completed. Not sure if there's a reward if you finish the 4 quests for the second time though.

Yes, you have to repeat the bounty hunt quests for them to leave "In progress."

There should be a new 5th quest which opened up after you beat the other 4 the first time.

and the pendant, i thought, it's acquired by doing a quest that needs a BF toe and HH head, i'm too low level to know which quest it is though.

You have to do all of Lita Lawless's Bounty Hunter quests: Fool's Gold (40), Rags to Riches (Level 70), One Step A Head (Level 75) and Catch A Bigfoot by the Toe(Level 80). The return to Lita Lawless after completing the four aforementioned quests and talk to her about "Bounty Master" (Level 80), then talk to her again and you'll receive your reward.
