It's based on Korea's local time, of course. It'd be based on the same clock you see at boat ticketing booths in-game.

Theyre only banned because they got a localized version for themselves. Global is for all areas that do not have a localized area.

The age is set in your KSSN.... Unless you have an older sibling who'll loan you his Social Security number, Korean players are pretty screwed. Global, on the other hand.... >_>
