I used to love the Mystery Gift thing there that let you get a randomized legendary in your Gold/Silver.

Yes. I still have some Pokemon from it. The Pokemon Center was only like a 20 minute train ride, used to go there a lot for the event Pokemon...

used that gey onix from that kid in violet city, got it to level 6; used a Spearow named Tobi, 8; my Gardenia (chikorita) at level 13, and beat falkner. bypassed the other trainers entirely. Onix dealt with his pidgey, and as long as he and Tobi lived against pidgeotto, Screech/leer'd it senseless. 2 tackles from chik, one synthesis while it roosted, and two more to finish the job.

My friend had Ho-Oh on his team when he did the E4.

AFAIK, you don't fight them. Once you meet all 5 (egg one, ilex forest one, ecruteak city one, the one you find in the goldenrod tunnel while going after team rocket, and the one you find in ice path) you can go to Ho-oh after beating the 8th gym and visiting the Dragon's Nest. Once that is done, you go back to New Bark Town and meet with Professor Elm, where you get the Master Ball. From there you can go and catch Ho-oh/Lugia.

Edit: Nevermind. I am mistaken.
After receiving the Master Ball from Professor Elm, you fly to Ecruteak City to fight them. From THERE you go and fight Ho-oh/Lugia.

Dousing machine in this (actual game, not pokewalker) is the best to date. The one in DPPt was crap. This one is incredible.

I keep that and my Bicycle registered (Bicycle on Y). Hop on my bicycle, click on the Dowsing MCHN, click on the center of the circle and ride around the map a bit. Epic Dowsing MCHN is epic.

I haven't gotten the one in this game yet, but I thought the one in DPPt was okay. You could see exactly where the item was and you could use it while you were walking.
