An average of 1, it's possible for 0 to get a +7 hat, 2, or even all 5000 however unlikely yet still possible. The probability still is inaccurate though because getting 7 in a row in a set of a bunch of successive scrolls has a better chance of counting sets of 7 seperately.

"Well if so many people do it, the chance of 1 person getting +7 is likely"
