For windows 7 users... Control Panel > Programs and Features : Click on "Turn Windows features on and off", in new window uncheck IE 8.

Try to see if it works with a mule account that hasn't had its password ever been set to one with symbols in it, and if that doesn't work, try a different computer.

It's definitely a problem with symbols in your password then. Filing a ticket is probably your only option if continually resetting/changing your password doesn't work =/

I tried logging in on Chrome, it worked. It isn't a browser problem.
You could do what Cindy suggests and just file a ticket.

This happened to me when I tried with IE but worked fine with Firefox. All I can suggest is changing your encoding to (Unicode) UTF-8
