As someone who's been playing GMS since day 1, I can safely say that people like you make me sick. As has been stated earlier in this topic, ANY HIGH-LEVEL CONTENT IS GOOD CONTENT! it's always been this way, and it needs to pineappleing change. How long did we wait for Leafre after we got AR? Then ToT after Leafre? I made a new character, several new characters, and I enjoyed what we got instead of complaining about areas we were never guaranteed to have in the first place. That's really all we can do, wait.

Apparently it does. "It's much more important to reach the masses"? What kind of retarded bullpomegranate is this? 90% of the patches that Nexon releases REACH THE MASSES, and the longer this pomegranate goes on, the more people that lose out when Nexon pulls this crap. Not to mention, USEFUL CONTENT IS MORE THAN JUST ENEMIES AND THINGS TO FIGHT! Hell, the stat crystals alone make Tokyo better than City.
And the whole 'new character' argument is more stupid than words can convey; all you're doing is letting Nexon get away with this crap they pull and acting as if nothing's wrong. This doesn't make any sense. YOUR argument is flawed. You said "if you didn't know any there was.." and then said I WOULD KNOW. how would you know if you didn't know? Thanks for participating though. It doesn't mean it's better to be ignorant, but it is easier to live that way because you don't get crushed when things don't work out like you expect for them to.
We've digressed far enough, and I'll put it down simply for you: Neo Tokyo is a worthless pay-to-play area with no viable training prospects. The monsters are horribly unbalanced and have all sorts of status effects that they're ready and willing to inflict you with at a moments notice. Ranged players have often struggled to play there at all. The only people who would benefit from this are damage whores with big connections who get accepted into boss runs because they spend all of their time and money building ridiculous equipment. Neo City, on the other hand, may only benefit low level players, but at least it does it for a larger audience than Neo Tokyo ever has. Not to mention that there are monster cards for people of a higher level to collect, and tons of quests to complete.
Neo City isn't what you want but that doesn't mean it's a bad thing. And again, high level content that only a small group of people can use is in no way better than no content at all. What's fair is more important than your whims.

Because nothing is wrong, your argument is flawed because you expect them to cater to your every whim, while they're not obligated to, it's completely unreasonable to expect that they will. They are reaching the masses and that's what's important. This is a game, it's for fun, if you don't find it fun, don't play. There are always new players, always people who can enjoy the lower leveled content. What use is Neo Tokyo, there's nothing there that'll hold your attention for more than a couple weeks anyway. You're just gonna continue to complain that they don't have more things that you could use. If this game was made specifically for you, your arguement would be completely reasonable, but it's not, there are other people playing and people who appreciate what they're given.

We already have plenty of areas you can go to for levels 75-100, which are the levels Neo City are for. We do not have nearly as many areas for 140+ which Neo Tokyo is made for. Even though Neo City can be used by more people than Neo Tokyo can be used by, the same could be said for when 4th job was coming out. I can't remember the exact numbers, but it was something like five thousand Maplers in GMS above level 120 and everyone was begging for 4th job.
All Neo City is good for is cards it seems like to me and will be become another overlooked area after the initial buzz is over. However, Neo Tokyo would be used even after the initial buzz is over. While Neo City's usefulness runs out at around 100, Neo Tokyo's usefulness never runs out once you get the level for it.

Alright, I've seen a few people complain about how hard it even is to access Neo City because of low pocketwatch droprate needed to access the different time areas. Spadow's post on SW might rectify a few things for you on that point:

There is one quest in the first time area where you have to collect 20 x crumpled papers from the slimes. The papers don't have a high drop rate.
To enter time areas, you need a pocket watch. They drop from monsters in Leafre. Since they improved the drop rate, they are not that easy nor hard to get.
In KMS, if you give Andy a monster eraser, he will give you a pocket watch that lasts for 1 day.
