Deleting a Cygnus

So when cygnus characters came out, everyone received a slot to create them. The question is, if I delete my cygnus character, can I use that "free cygnus slot" to make an adventurer/legend?

Yes. You cannot lose that slot. It's not different than buying a CS Slot increaser thingie.
