There's something wrong with the first sentence, but I don't know how to explain it. RDal can tell you.

I *think* the second one is right.

Seriously speaking, the first one lacks commas.
They're both correct, so long as you fix that mistake in the first one. The second choice has better wording though, so I'd stick with that.

Edit- Wait, second one may need a comma in there as well. It flows naturally off the tongue without pause, but I believe that pause is needed in there for this case.

No place you could stick a semicolon in. Semicolons can only divide two complete sentences.

Both "to the best of my abilities" and "with any issues you have" modify "I can help you," so I'd choose to have both of them adjacent to what you're talking about. The actual order doesn't really matter, though, so the other two aren't technically wrong.

Edit: Personally, though, I'd reword it a bit. "If you have any issues, I can help you to the best of my abilities" or something such. None of the original rearrangements seem to really click for me.

To the best of my abilities, I can help you with any issues you have.

It's the same thing as having it at the end in this case. I see "to the best of my abilities" as nonessential to this sentence, so it needs to be set apart in some form. I guess it depends on how important Hazzy views it.

This would be how you put in a semicolon, but this is like using utalize instead of use; it overcomplicates the sentence.
