I recently saw a nationalgeographic-ish show about chinchillas and they say that Chinchillas need to be cooled most of the time. I can't afford air conditioning for 24 hours and I can't keep the fan running for the whole day. And I have enough money to buy a chinchilla.

Way late here, but fans are completely useless for chinchillas. On humans, fans cool us down because we perspire. The perspiration in contact with fast moving air cools the skin. Chinchillas do not sweat, and due to no sweat there is no benefit for a fan on them. For the same reason, exercise balls are not good for Chins because they're small and heat up easily. Chinchillas cannot get too hot otherwise they could die. These pets are rather high maintenance, and they require that you understand a lot about the pet before owning them.
