Not true, we had portable radios, walkie-talkies and tin-can-on-a-string looooong before cell phones. All of which are the equivalent to the earpiece.

Also the earpiece has never been proven to receive transmissions it just gives you a stat boost. That stat boost is a pretty compelling reason for an agent to wear it, I would think.
