Level-up system

Can someone explain what is that Level-up system?

Er...please specify? You could either mean

a) Leveling up like the entire system, the experience to get from one level to another and the exponential rate).
b) Powerleveling from meso-buying sites.
c) Leveling up on Tespia.

or something else.

To level up a weapon, you have to train with it or something. I'm pretty sure this only occurs with the timeless weapons (level 120). Oh, and the above link shows what abilities you get with the weapon at each level.
