Base.wz is good for making sure all the other files behave. Oh, and it has important information regarding how to draw characters.

Base.wz contains references to all of the other WZ files as subdirectories. It also contains StandardPDD.img (used in defense calculation), and various z-order mapping and sprite-order mapping files for references used in drawing characters and maps.

Except the z layering stuff for map tiles and objects is also handled by map.wz
I'm seeing no reference to mapping instructions for the environment whatsoever in base.wz. Unless I'm blind o.O
