I think the level 30 thing is a requirement to hit 2nd job. Meaning you have to do 4 quests given by each instructor to advance as well as take the test.

I can't remember. Is it possible to repeatedly reacquire the equipment? If so, I'm looking forward to repeatedly scrolling an 8 slot pirate glove (with DEX and looks rather nice) into hopefully a 16-18 attack glove.
