New Blessing: Highest lvl Character buffs all other characters (except him/herself), 2nd highest buffs the highest.

So, let me just make sure I'm understanding this right. I currently have a level 124, 104, 64, and 32 on my account. Only the level 32 is a Cygnus.

Does that mean that my level 12x will give all of my other characters the level 12 buff and that my level 10x will buff my level 12x even if they're not Cygnus?

Permanent and untradable. It's mostly for show, so not too much of a big deal. Has potential to replace your helm if you're using a scrolled bandanna or something, with its 10 slots and all. But you'd be better off scrolling a Zhelm.
